Ministry of Transport of the Russian Federation has delegated authority of recognized organization to Federal State-Financed Educational Institution of Higher Education «Admiral Makarov State University of Maritime and Inland Shipping» for training of crew members for ships operating in polar waters.

According to the decision of the Russian Ministry of transport deck officers, chief officers and ship masters onboard ships operating in polar waters, defined by the International Polar Code, can get a certificate of undergoing appropriate training at Admiral Makarov SUMIS, and harbor masters will be able to issue endorsements prescribed in amendments to Regulations on ship’s crew certification.

The recognition from Ministry of Transport of the Russian Federation gives the University the right to issue certificates on behalf of the Russian Federation in the following courses:

— Polar waters basic training,

— Polar waters advanced training.

The training is conducted by the Makarov Training Centre of Professional Development Programmes Institute of Admiral Makarov SUMIS.

As a reminder, in January 2017 the University became the first educational institution which obtained the international approval of training courses according to the requirements of Chapter 12 of the Polar Code and the amendments to Chapter V of STCW Convention. The international recognition of the Makarov University has been made possible due to the accreditation from one of the world’s largest classification societies — Nippon Kaiji Kyokai (Class NK), and later from The Marshall Islands Maritime Administration.

Theoretical training is arranged in accordance with the requirements of the Polar Code  (entered into force on January 1, 2017 and amendments to STCW Convention (entered into force on July 1, 2018) and taking into account a generic Polar waters operational manual.

Practical exercises are being conducted in the largest in Russia ice navigation simulator of Krylov State Research Centre. The simulator consists of six full-scale navigation bridges, two of which have 360 degree visualization and four bridges have 180 degree visualization. The simulator is equipped with world’s largest library of mathematical models of ice-class vessels and icebreakers of different types (both diesel and nuclear-powered), models of LNG vessels, oil shuttle tankers and port operation tugs including the ships equipped with “Azipod” installations.

Training is carried out by instructors who have a good experience of ice class ships navigating in Arctic regions and waters of Antarctic continent as well as in ice conditions of non-Arctic Russian seas and other countries and continents waters.
